The Elf originally descended from the Mystic race, leaving the tribe and establishing new ones that are more attuned to nature. As they evolved their features changed, but they still feel an innate magical connection to the Mystics. An Elf will natually tend to be drawn to a Mystic, even if they don't really know why.
