There are several aspects to take into account when approaching your character. First and most importantly is that you can nearly anything you want. If you want to introduce a new race, ability or anything its possible.
First of all please check out the Races, Cultures and Unique Powers Board for information on the current info on Races and Culture. Its a good thing to know this as Races is a big issue on the board. Consider it to be as big if not bigger than the issue of pure blood and half blood in the Harry Potter Universe. Plus it is a factor in the over all story of the board.
Second, check the History of Hogwarts Board for the events and current storyline. (Please note that it is still being written up and will be a few days still until it is up.) This is also helpful to get involved with the board wide plot.
If you want an example of the type of events and story that happens here check out The School Pensieve Board which holds all the past threads and first year of the board. In it als has Key Story Board and Key Character Board, this is a great way to see just what is allowed and what also to expect to see this year. (A great example is The School Raid Thread that is located in the key story board.)
